Charles Howard, MD

Dr. Howard is President and CEO of MedAvise Consultants, LLC. Dr. Howard was in Ophthalmology private practice for 23 years. He joined the US Department of Justice Federal Bureau of Prisons as a Medical Officer and National Ophthalmology Consultant in 2002 at the Federal Medical Center in Devens, Massachusetts.

He earned a Master of Medical Management degree (MMM) from the HJ Heinz School of Public Management at Carnegie Mellon University in Pittsburgh. He is a Board-Certified Fellow of the American Board of Quality Assurance and Utilization Review Physicians (FABQAURP) and a Fellow of the American Institute of Health Care Quality Management (FAIHCQM). In addition, he is a Senior Analyst and Diplomate of the American Board of Disability Analysts. In 2016, he became Medical Director at the US Department of Justice, Federal Bureau of Prisons, Federal Detention Center in Miami. Patient population at this facility is between 20,000-30,000 cases annually.

In addition, Dr. Howard has extensive experience managing all fields of Medical and Surgical Care including Geriatrics and Addiction. He is focused on Quality and Management, including other Medical Staff management and supervision. He has performed thousands of Medical Reviews with responses, Declarations, Depositions, and Court Testimony both telephonically and in person. Interactions have included Inquiries from Attorneys, Judges, Congress, Diplomatic Embassies, Family Members and Inmates. He has performed hundreds of Complex Multi-level Mortality Reviews. He resolved Medical issue cases brought to his attention in a professional, ethical, fair and timely manner.
